Abhishek joined Indian Administrative Service in the year 1982 in Bihar Cadre. He has a Masters Degree in Public Administration from Harvard Kennedy School. He also has a Masters Degree in Business Administration in Finance as well as a Masters Degree in International Relations.

He has worked in Bihar for over 15 years in the posts of Divisional Commissioner, Patna and District Magistrate, Patna and East Champaran. In the Government of India, he has been Chairman of the Commodity Derivative Markets Regulator, Forward Markets Commission. During his term, he brought about far-reaching reforms in the regulation of the market.

Mr. Abhishek has also worked in the Supreme Court of India as a key Member of the E-Committee that is entrusted with the task of bringing e-Governance in Judiciary. He has also worked in the United Nations in Kosovo as Civil Affairs Officer.

Since 1st March, 2016 he is Secretary to Govt. of India in the Department of Industrial Policy and Promotion, the key Department which is spearheading key Government initiatives such as Make in India, Start-up India, Ease of Doing Business, Intellectual Property Rights and Industrial Corridors in the country.

During his term, India has seen a remarkable jump of 30 ranks in the World Bank Doing Business Report 2018. Several FDI reforms were done and record FDI inflow of 60 billion US $ received in 2016-17. Administration of Intellectual Property Rights has also seen a dramatic turnaround during his term. As Chairman of Invest India, he has guided the investment promotion agency into facilitating over 85 billion US $ of 500+ foreign investment proposals in just two years out of which over 7.5 billion $ have already been grounded.
